Description
ATA Carnet is a universally accepted customs document issued in 71 countries including India, aims at facilitating temporary admission of goods into a member country without payment of normally applicable duties and taxes, including value-added taxes. Its operation is administered by World ATA Carnet Council (WATAC), ICC, Paris which governs the operation of the ATA Carnets in all participating 71 countries. It eliminates the need to purchase temporary import bonds. So long as the goods are re-exported within the allotted time frame, no duties or taxes are due. The acronym ATA is a combination of French and English phrases "Admission Temporaire/Temporary Admission."
The ATA Convention is signed by 71 countries around the world, the system is a perfect illustration of how close cooperation between business and customs can facilitate and stimulate international trade. Each country in the system has a single guaranteeing body approved by the national customs authorities and the ICC World Chambers Federation. The National Guaranteeing Association is entitled to issue Carnets and to authorize local chambers on the national territory to deliver them on its behalf. In India, as the apex chamber, FICCI is functioning as Sole National Issuing and Guaranteeing Association (NIGA) for ATA Carnets and is responsible for issuing, discharging and promoting the system in the country.
ATA Carnets apply to three broad categories of merchandise commercial samples, professional equipment and goods for use at exhibitions and fairs. With the exception of perishable or consumable items, the product range is nearly limitless. Carnets are regularly used to facilitate movement of almost all type of goods.
